2.3 Local Tourism opportunities for Niagara Falls-Canada

No need to lay staff off in the winter if we realize an all year Tourism economy. Niagara region has many untapped potential opportunities that can be realized locally. It is important that large players like the NPC provide all year round open attractions and services then the small businesses can support the visitors to these attractions.
By improving collaboration, signage, multilingual outreach, and seasonal marketing the Niagara region can boost winter traffic, strengthen local businesses, create a more vibrant year round identity and be a key International tourism destination on the world stage.

Local opportunities identified on this page are cost effective and realizable in the short term but we need to join up marketing strategies and realize that small businesses rely on the Niagara Parks keeping facilities open in the winter.
1. Multi National Language Outreach
Menus, signage, maps, and websites in English, Spanish, French, and Mandarin making Niagara more welcoming and accessible, especially for our international visitors and friends. Canada is one of the most multi national countries in the world.

2.Digital & Online Collaboration
Cross linking between local websites (restaurants, hotels, malls, attractions) can create a “Niagara Digital Loop,” increasing visibility for all partners and keeping visitors circulating through the region.

3. Regional Networking & Partnerships
Proposed Queens Street Welcome Entrances of River Rd – designate municipal Heritage Conservation District – Include the old Post office and other heritage buildings to the Railway Station and surrounding Downtown historic area.

Queen street and downtown Niagara is a friendly welcome by locals to their Cafe’s, events and shops. Add a sign map of services on Queen Street. Hold regular events like the St. Patrick day to the magnificent St. Patrick’s church.

I raised at the Niagara falls Downtown meeting to look at the Gateways and signage and I specifically mentioned painting the 5 rusty columns on the Bridge St. roundabout to brighten up that West entrance to Downtown along Bridge St to the Railway and bus stations.
I offered to paint the 5 columns on the Bridges St. Roundabout Gold myself as it would match the River road Gold Q entrance and look regal and inviting.
We do have this opportunity to make downtown more welcoming and Regal. Did you know that each column has a large internal LED light at its base to illuminate them – Painting them Gold would look spectacular and give us a welcoming and spectacular entrance – Timothy Bell
Queen St with its mix of local services, shops and cafes

New partnerships between restaurants, hotels, Seaway mall, Bass Pro, Canadian Tire and Great Wolf Lodge. These community services can produce stronger year round visitor flows.
Visitors to Broak Park become future tourists and stay at the hotels because they really do appreciate the natural wonders of the Niagara region for what it is – Splendid and special!

Railway station is the key to developing downtown Niagara – Keeping the large car park Opposite would support Queens street visitors as there is limited parking in the area.

Rusty, graffitti and dilapidated iron bridges and a urgent need to paint, clear rubbish and secure this historic Victorian area

4. Seasonal Opportunities (Autumn, Winter,Early Spring)
Promote Niagara’s mild winter climate, the Daffodil Trail, indoor attractions, winter food trails, warm up specials, and scenic seasonal routes. AI identifies seasonal opportunities as a major growth lever.

5. Anchors & Attractions
Major assets like Outlet Mall, indoor entertainment venues, Niagara Parks sites, and local restaurants are under promoted in winter. Broadcast museums cultural attractions that are open all year.

Skylon Tower no flag no decor – A significant Lost opportunity to promote the area in a central location. Margaritaville next door could provide some ideas to bring this tower to life. It looks Grey and lifeless. International flags as shown would certainly help as it looks like building that is not completed.

6. Niagara Signage & Identity
Multi language welcome signs, themed and painted bridges names like Friendship, Unity and Connected, warm LED street lighting and cultural signage will strengthen Niagara’s international identity for residents and visitors all year round.
Make use of the empty Lamp-post Banners in the winter by adding international and seasonal flags.

7. Tourism Messaging – Open all year
Shift winter perception with unified messaging: “Niagara – Beautiful in Every Season.” Add hot wine and hot chocolate to warm up the offer. Good value soups increase the offer.
Employ City and Parks Ambassadors instead of traffic wardens – a more welcoming and helpful approach to guide and advise visitors.
Niagara Parks to list on their website Attractions, car parks and services open all year to show that Niagara really is open all year!

8. Coordinated Winter Advertising
Summer is already full-too-capacity, divert some marketing funding to a increased regional winter promotion fund to support shared campaigns, events, posters, QR linked maps and cross border ads.

9. Adopt Twin Cities that puts Niagara on the International stage
Along the parkway Like Niagara Falls could apply to twin with Venice as we have the wonders of water and many resident are Italian or consider Lisbon in Portugal or closer to home – Lima in Peru as the Pope lived in Peru also Beijing – China as Canadas has close ties. Niagara Parks Commission to support “Open” all year tourism,
Niagara Parks is doing a wonderful job of maintaining its land along the Niagara River and bringing back industrial buildings into public useage along the parkway.
NPC could support local business more by having services open all year with its car parks and the river road path from the Rapids to the whirlpool clear of snow so visitors can see the rapids gorge from the rapids to the Whirlpool
There needs to be better coordination between the NPC and local businesses to achieve all year opening and real sustainable full time jobs.

Keep footpaths, carparks, toilets and other services kept open during the winter with reduced or no parking fees for quieter months in the winter.

Queenston heights Park- Brock Monument should display “free parking” to bring back the community and multi national gatherings we so enjoyed before the parking meters where installed.

Queenston Heights is a very popular Public amenity for those who want to learn the military history of the area, Indigenous history and a place for families and friends to meet up too sit on the lawns, play tennis or listen to the music at the bandstand.
Has all year WC facilities adjacent to the main highway and located close to the border with the USA.

11. Encourage hobbies
Fauna and Flora along the Parkway is a wonderful experience for everyone. Tree huggers unite with Old English Oak, Scotch Pines, Plain and Silver Birch trees in abundance.
Enable RV’s to park overnight on car parks by providing EV plug ins, 110 volts and individual water points at NPC car parks. RV travellers will use the local services, restaurants and shops increasing the tourism offer.

shoot only with a camera. These ducks, magnificent swans and a many Canadian Geese are Canadian tourists visiting Niagara for the winter so treat with respect that nature deserves. Many viewing points along the Parkway between Fort Erie and Chippewa.

Hold a monthly photography competition and post winners on line co-ordinated by the Parks to promote what is special about Niagara.

12. Good worldwide Transport Links
From Nearby Buffalo or Toronto’s International airports, Regular Go-trains and Go-Buses and Good roads transport are convenient, safe and efficient. Good local hospitals and emergency services.
13 – Duty of care and husbandry for the land and river banking controlled by the Niagara Parks.
As the public pay to use the park facilities through Parking fees and the responsibilities of the parks as property owners then the “duty of care” of the public must be taken with ;-
- Trees falling – Remove dead trees
- Safety of EV bikes and scooters on footpaths and roadways
- Tick and Mosquito infestations
- Driving under the influence public being encouraged to visit wineries.
- Parkway road crossings and speeding traffic.
- Dogs to be on a lead ,the picking up and safe disposal of Poop.
- Uphold to a higher standard premises regulations at attractions and service establishments run by the NPC.
- Control of invasive species namely wild Mink which decimate local wildlife
Each mink can kill over 250 other species in a year – they are ferocious predators.

Note – Tourist will feel more welcome if assured of their safety.
Regional Government needs to list what opportunities they see as realizable and rank them as short, medium or long term to encourage participation and networking.
There is a need to promote the benefits of tourism to local communities through all year employment, services, entertainment, transport links and a high quality environment to get everyone connected.
The taxes raised go towards improvements like roads and a quality environment that will benefit everyone locals and visitors alike.
Letter to Premier Ford – June 2026
I am writing to express my concern regarding the increasing number of vacant and undeveloped parcels of land located in the heart of several Ontario communities, including Port Dalhousie, downtown Niagara Falls, Chippawa, and Fort Erie.
Many of these properties occupy prime locations within town centres and tourist destinations. Yet they remain vacant for years, often becoming eyesores that detract from community pride, discourage investment, and negatively affect local businesses, residents, and visitors.
While property owners have the right to invest and develop their land as they see fit, there appears to be a growing trend of speculative ownership where valuable town centre properties are held indefinitely without meaningful development. In the current economic climate, it is difficult to see how some of these sites will be developed in the foreseeable future.
As a result, communities are left with empty lots in key locations where attractive buildings, public amenities, housing, commercial activity, or tourism-related developments could otherwise contribute to local prosperity.
I respectfully ask whether the Province of Ontario could review policies relating to long-term vacant urban properties and consider measures that would encourage productive use of these sites. Possible approaches might include:
• Ensuring vacant lots are properly maintained and kept tidy.
• Requiring owners to pay full municipal taxes on undeveloped prime urban land.
• Providing incentives for development of strategically important sites.
• Reviewing whether municipalities need additional tools to address long-term vacant properties.
• Encouraging temporary community uses where development is delayed and have time-lined development plans.
Ontario’s downtowns and town centres are important economic assets. Allowing prime sites to remain vacant for extended periods can undermine revitalization efforts and reduce confidence in local investment as we are experiencing with Queen St and downtown Niagara Falls.
I believe many residents would welcome a provincial review of this issue and the development of policies that encourage responsible stewardship of key urban lands. – Timothy Bell
Coming for 2028 is the all year Hovercraft Link from Toronto to Niagara region across lake Ontario. The Hovercraft ride in itself will be a major Tourism attraction.
